The first preparatory meeting for the Fourth European Assises of Decentralised Cooperation was held at the Committee of the Regions on 29 April 2014. The following items were on the agenda: the provisional timetable, the general structure of the Assises and the topics to be covered by the round tables.
After reviewing the lessons learnt and experiences to be borne in mind form the previous editions, there was a discussion on the context in which the Assises would be taking place and the opportunity to capitalise on the political momentum. 2015 would represent a milestone as it would mark the end of the cycle of the Millennium Development Goals (MDGs), the definition of the post-2015 agenda with new international development objectives and, in addition, it would be designated as the European Year for Development (EYD2015).
Furthermore, 2015 would also be a particularly important year in terms of preparations for the Habitat III conference which, as participants were reminded, was likely to give overwhelming priority to the challenges of urbanisation.
From the EU's side, 2015 would also be the first full calendar year of tenure of the new European Commission and of the members of the Committee of the Regions and the European Parliament - major institutional considerations to be factored in.
Against the background of this new sequence of events in the global calendar, the task of the 4th Assises would be to consolidate the role and hone the relevance of policies and actions to be taken by local and regional authorities in order to meet the challenges of international development cooperation.
